On the review of the inquiry on provision of the data
concerning epidemics recorded on the territory of the
Russian Federation
Federal Service for Surveillance on Consumers Rights Protection and Human Wellbeing has reviewed your application and informs as follows:
The World Health Organization characterized an epidemiological situation with coronavirus infection COVID-19 worldwide in March 2020, as well as on the territory of the Russian Federation, as a pandemic due to the rapid increase of the disease cases.
In accordance with Federal Law dated 21.12.1994 № 68-FZ “On the Protection of the Population and Territories from Natural and Technogenic Emergencies” and due to the threat of spreading of a new coronavirus infection (COVID-19), a high-alert regime or extreme-situation regime in the Russian Federation was not introduced in general by the Government of the Russian Federation or President of the Russian Federation. Meanwhile, the high-alert regime was introduced since February-March 2020 in all subjects of the Russian Federation (including the Krasnodar Region) in accordance with subclause I article 11 of Federal Law dated 21.12.1994 № 68-FZ which acts up to the present time.
No epidemics of plague, cholera, smallpox and other dangerous infectious diseases have been recorded on the territory of the Russian Federation in the period from 2020 to the present time.

On March 11, 2020, the World Health Organization at the press briefing on COVID-19 declared a pandemic of a new coronavirus infection (COVID-19).
Pandemic – the highest intensity of development of an epidemiologic process when a progressive spread of an infection leads to an extraordinary infestation of population on large territories with the coverage of entire countries, continents and the earth.
Epidemic – morbidity exceeding an epidemic threshold for an infectious disease. An epidemic threshold is calculated on the basis of statistical data on cumulative morbidity in intensive values per 10 thous. population for calendar weeks of each year during the last 5-10 years. Due to that, concept of epidemic and an epidemic threshold in relation to COVID-19 is currently not applicable.
Any epidemics of other infectious diseases in the period since 01.01.2020 up to 17.08.2021 were not recorded.
