E-government infrastructure.

Тhe term «electronic government» (e-Government) designate a single system which will bring together all state authorities and enable them to provide services to the public through the Internet, electronic terminals or even a mobile phone. And not only individuals but also companies or entrepreneurs.

Interactions between government, business and citizens also make basic models in the electronic government: G2C (government-citizens), G2B (government-business) and G2G (government-government).

The idea of creation of the electronic government in our country has been initiated by the Head of State in the annual Message to the Nation of Kazakhstan on republic join into the top of fifty most competitive countries of the world.

On November, tenth, 2004 the program on introduction of the electronic government has been approved by Presidential Decree “On State program of formation of the electronic government in the Republic of Kazakhstan for 2005-2007”.

Program realization assumed stage-by-stage solution of the following problems:
At the first stage of formation of the electronic government - publication and information distribution.

The second - granting of interactive services by direct and return interaction between state authority and citizen.

The third – transactional interaction by realization through governmental portal of financial and legal operations.

The fourth - formation of information society.

The program started in 2005, and for 2 years of its realization has been formed infrastructure of e-government, created basic components: web portal and gateway, electronic interdepartmental document circulation, certifying centers, unified transport medium. Also in 2007 year in constant operation entered state databases of individual and legal entities, connected to the single registers on the whole world. 20 interactive services of state organs have been realized through web portal which became a single point of access to electronic services of state organs.

In 2007 the development program of "electronic government» of the Republic of Kazakhstan for 2008 - 2010 years has been accepted, in which problems of expansion and development of base infrastructure of the EG and access mechanisms were set; development of base components of the EG in order to improve the quality and efficiency of the government administration and processes of granting of socially-significant state services.

“Breakthrough” in the third transaction stage was creation of IS “Electronic state purchase”. Henceforth, an entrepreneur without leaving the office may participate in tenders. Since January 1st, 2010 all state purchases by way of inquiry of price offers produced only in electronic format on web portal of state purchases www.goszakup.gov.kz.

In 2009 introduction of the project "E-licensing" which basically is intended for subjects of business has begun. This simplification of procedures of reception by the enterprises of various licenses and permissions to realization of licensed kinds of activity. E-licensing gives the chance to the person who makes an application on license reception, to trace all procedure of its consideration. In this case, completely eliminated the contact between the person who reviews the application, and that one who submit. He has great efficiency in the field of fight against corruption.
The regional direction of the state program develops also. In regions the Single system of electronic document circulation is introduced, since September, 2009 all akimats use efficiency of electronic document circulation. The system prototype "Electronic akimat" on 5 chosen services is developed, there were made introduction into trial operation in akimat of the Pavlodar region.

In December, 2009 the project «Single notarial information system "the e-notariate" started in commercial operation in a pilot zone about Astana city, which task is to provide timely and accurate reporting on notarial actions, effective work of notaries and their interaction with republican and territorial notarial chambers, with Ministry of Justice of the RK . Population, in turn, provides high quality, legal, notary services. To introduce Single notarial information system throughout the republic planned in 2010-2012.

As seen from above, the electronic government in our country gaining momentum. In 2010 development of electronic government of the RK was highly appreciated by the United Nations Organization. According to the data of an annual rating on global preparedness to the electronic government, prepared by the Department of Economic and Social Development of the United Nations, Kazakhstan steadily shows progress, having risen for last year in a world rating from 81 on 46 position, having left behind Russia (59 place), Belarus (64 place) and Ukraine (54 place).

There were registered about 70 thousand users (both legal and individual entities) of e-government services in the country. In classification in terms of «Electronic participation» (e-participation) of citizens in electronic government projects in 2010 year, Kazakhstan is located at 18 place in comparison with 2008
